Naktuinbouw monitors the quality and health of propagating material. Naktuinbouw is an independent organisation that performs inspections according to European directives and the regulations contained in the Dutch Seeds and Planting Materials Act.
Quality inspections
Naktuinbouw inspectors perform inspections of companies, the production process, the propagating material and the necessary documents required to trade and market the products. If all these aspects comply with the standards, the material may be traded. If the material does not meet the legal requirements, then Naktuinbouw will ensure that the material does not enter the trade channels.
Through the Naktuinbouw quality inspections, producers of propagating material can guarantee standard quality (EG-quality / CAC).
As well as the obligatory quality inspections, Naktuinbouw also issues certificates to propagators to reward these companies for the extra care and attention they devote to their products.
Naktuinbouw identifies top quality products using various quality-plus systems.
Plant Passport inspections
Since 1993, Naktuinbouw has performed the plant passport inspections on behalf of the Dutch Plant Protection Service (PD). These are obligatory inspections of a great many crops prescribed by the European Union (EU). The inspections examine phytosanitary aspects, which means the health status of the propagating material is inspected.
Import and export inspections
Since September 2007, Naktuinbouw has carried out the phytosanitary import and export inspections on behalf of the PD on propagating material of floricultural, arboricultural and vegetable crops.During import inspections Naktuinbouw checks if the propagating material meets the EU phytosanitary standards. The material may only enter the EU after it has been approved by Naktuinbouw.
During export inspections Naktuinbouw checks if the material complies with the standards applicable within the EU and if the material meets the standards set by the importing country.
Dutch Seeds and Planting Materials Act
The Dutch Seeds and Planting Materials Act defines propagating material as plants and parts thereof that are intended for plant cultivation or propagation. This applies whether plants are cultivated by planting out, sowing or another method. The scope applies to material for commercial use and non-commercial use. European legislation defines propagating material differently, depending on the type of crop or plant. Please consult the relevant Inspection Regulations.
Complaints report
Sometimes suppliers and customers may have a difference of opinion about whether the propagating material meets the legal standards or the expectations. In this case, they can request Naktuinbouw to draw up a complaints report about the propagating material in question.
